Fopen on/off

Every now and then the cpanel php.in file (different from the servers main php.ini) resets itself and can cause problems with url file access and fopen errors, both in Xtra, Cpanel Xtra and other 3rd party programs. This is because Cpanel's native php.ini file omits this entry thereby disabling it. CPanel itself doesn't require it (which is why it's omitted) but this utility will allow you to turn it on and off as you need it so Xtra, CPanel Xtra and other 3rd party plugins will function correctly.
